Belvidere council approves $742,952 IEPA grant, engineering contract and routine spending

The Belvidere City Council on Feb. 17 voted to accept a $742,952 Illinois Environmental Protection Agency (IEPA) green‑infrastructure grant to support the Allen Street Regional Retention and Infiltration Basin Project and authorized the mayor or his designee to execute the grant documents.
Alderman Freeman asked whether federal funding strings could expose the city to obligation if the money did not materialize. Director Henderson told the council the grant appears to be state reimbursement funding and that the city would expend funds and submit monthly reimbursement requests; he said the city expects a fully executed grant agreement within roughly 7–10 days and that engineering work would be contingent on receiving the executed agreement. "I don't have the definite answer from them as of now," Director Henderson said when asked about the funding source and timeline.
After accepting the grant, council approved a $58,750 contract with CES Inc. to complete design engineering and bidding documents for the Allen Street project, with that work to be paid from capital funds and contingent on receipt of the fully executed IEPA agreement. The council also approved a resolution authorizing the mayor to enter a contract for the purchase of electricity through the Northern Illinois Electric Collaborative bidding process for street lighting and commercial accounts, and approved the appointment of Bridal Blueje as the city's Illinois Municipal Retirement Fund authorized agent (repealing the previous appointment of Sarah Turnipseed due to her reassignment).
Council voted on a series of routine motions and minutes, including approval of $1,689,456.17 in general/special fund expenditures and $562,373.85 in water/sewer expenditures. Several motions came from the Committee of the Whole (Building, Planning, Zoning and Public Works), including a reduction in the Kelly Farms subdivision bond to $700,000 until public improvements are completed.
