Warrenville council hears TIF analysis, approves consent agenda and monument sign contract

Warrenville 'March 17, 2025' The Warrenville City Council on Monday heard a resident describe a program to evaluate Tax Increment Financing (TIF) districts over their full 23-year terms, voted to approve a multi-item consent agenda that included zoning amendments and grant agreements, and unanimously approved a contract for a new municipal monument sign.
Bob Siebert of Albright Court told the council he had designed "a program that can measure the efficiency and the risk of TIF districts," describing a stepwise method to apply annual TIF tax revenue, calculate total TIF expenditures and identify a break-even year; he said shifting that break-even year toward the end of the TIF term indicates greater fiscal risk. "If this new breakeven year is 2042, then we see that the risk has increased because the number of years left in the TIF has reduced," Siebert said.
The remarks came during the public-comment portion of a meeting where council members also praised staff for a recent budget workshop. A council member said the session "was straightforward" and well run, and the city administrator reminded residents the full budget document is available on the city website and that two budget-review meetings are scheduled before final adoption.
On routine business the council approved a consent agenda that included amendments to the Warrenville zoning ordinance (ordinance numbers and specific text as read into the record), variances and plats of easement, intergovernmental agreements with the Forest Preserve District of DuPage County for utility and trail improvements, acceptance of subdivision improvements and transitions to maintenance periods, and financial reports. The consent packet as presented included a listing of invoices paid to March 12, 2025 ($36,936.98), authorization of expenditures through April 7, 2025 ($235,405.43), and February Chase commercial card charges ($19,115.29); the council approved the consent agenda as read.
On the regular agenda the council moved to accept a community development committee recommendation and pass Resolution R2025-23 to waive bidding and approve a contract with Aurora Sign Company for purchase and installation of a city monument sign with solar-powered lighting and a faux-stone breakaway base. A council member noted Aurora Sign Company is a local firm with a facility in Warrenville and that the proposal will save the city money; after a roll-call vote the motion carried.
Before adjourning into executive session, the council voted to meet behind closed doors under Illinois statute 5 ILCS 120/2 for discussion of potential property purchases or leases, probable or pending litigation, personnel matters, and collective-negotiating matters. The presiding official said no further public business would follow the closed session.
The meeting adjourned for executive session; the city will publish meeting minutes and related documents in accordance with municipal procedure.
