Maywood declares state of emergency, authorizes emergency purchasing amid COVID-19 concerns

The Village of Maywood Board of Trustees unanimously approved an ordinance on March 17, 2020 that allows the village president to declare a state of emergency and to authorize purchase contracts without public advertisement to respond to the COVID-19 pandemic. Trustee I. Brandon moved the ordinance; Trustee N. Booker seconded the motion, and the board voted in favor with no recorded nays.
Mayor Edwenna Perkins declared a State of Emergency after the vote and directed Village Attorney Michael Jurusik to prepare the appropriate documents for her signature. Jurusik told the board the ordinance is intended to give the village flexibility to respond quickly to public-health developments without the usual bid and advertisement timelines.
Village Manager Willie Norfleet Jr. read COVID-19 informational guidance for the public and staff; Police Chief Valdimir Talley Jr., Fire Chief Craig Bronaugh and Carmen Rivera gave statements on departmental preparations and community guidance. The board’s action was presented as a precautionary step to allow emergency procurements and administrative actions necessary to protect public health.
The ordinance does not itself appropriate specific funds; Jurusik and staff will return with necessary implementing documents and any required budget amendments. The board also added related procedural items to future agendas where appropriate.
