During approval of minutes for the June 10 meeting, residents of Pepper Avenue raised concerns that the minutes did not capture the commission’s intent on a prior decision about a ridgeline change at 30 Aloma Vista. Jason Copeland (speaker 15) said the minutes omitted that the commission intended to lower the entire north ridgeline, not only the kitchen roofline visible from his property.
Commissioners and staff reviewed the record during the July 8 meeting and disagreed on the precise scope of the prior motion: whether it covered the "kitchen roof" only or the whole ridgeline. Staff said their reading of the recording and the motion supported the kitchen-only interpretation, while some commissioners and neighbors said the broader ridgeline was the subject of the compromise.
Because the appeal period for the original project has closed and applicants could be relying on plans prepared under one interpretation, commission members asked that staff and the city attorney re‑listen to the meeting recording and advise whether the minutes should be corrected. One commissioner raised a Brown Act/procedural caution about attempting to reopen a noticed hearing in this context.
The commission unanimously voted to continue approval of the June 10 minutes to the next meeting so staff and counsel can review the video or transcript and, if necessary, correct the minutes to accurately reflect the prior motion and findings.
Next steps: staff will review the June 10 recording, consult with the city attorney, and return with a recommendation on minute text and any procedural steps required.
