San Rafael commission flags May council presentations on Ringwood agreement and impact‑fee study for public safety

San Rafael staff notified the Fire Commission that the City Council will see a presentation on May 4 (and possibly May 18) proposing an amendment to the existing Ringwood–San Rafael agreement intended to deepen interagency cooperation. Staff said negotiations are ongoing and asked commissioners to attend the council meeting and consider public‑comment support.

Commission discussion shifted to media coverage and an ongoing study of impact fees for new housing developments. Commissioners cited recent articles (Marin IJ and the Chronicle) that raised questions about whether impact fees cover public‑safety needs as the city considers large developments, including a referenced 24‑story downtown project described in the meeting as having nearly 400 living units. Staff cautioned that state/local rules require impact fees to be used only for the additional impacts caused by new development and not for routine maintenance or replacement of existing assets. Staff said the city is studying a range of fees (police, parks and recreation and potentially public safety) and will present fee options to the City Council for decision.

A staff member told commissioners the council will set fee choices and noted that preliminary 'maximum' fee estimates may exceed what developers can pay and could influence growth; commissioners were urged to weigh fee scope carefully. No formal action was taken by the commission; staff asked commissioners to reserve both council dates and said they would provide more details ahead of the presentation.
