The Argo Community High School District 217 Board of Education voted Dec. 17 to approve a 12‑year extension request for the Summit 63rd Street/Archer Avenue tax increment financing (TIF) district after members pressed village representatives for firm commitments.
Board President Dr. Jennifer Grenier introduced the discussion and legal counsel attended to explain how a TIF extension would require a special law from the Illinois General Assembly. District consultant Mr. Ares Dalianis told the board the Summit TIF was created in 2003, typically runs about 23 years, and that Summit requested a 12‑year extension. Based on available tax years 2023–2024 (Dr. Dalianis noted the second 2024 installment was not yet available), he projected roughly $4.4–$4.5 million in incremental taxes for 2027–2038 and said Argo's share would be about 25%; the village collected slightly more than $1 million in tax year 2024.
Board member Nick Caprio questioned why the district should approve a long extension without a formal guarantee, citing recent permit denials by the Village of Summit. Superintendent Dr. Brandon Cotter said the district is exploring a land swap with the Summit Park District to expand practice fields and that an intergovernmental agreement (IGA) is being drafted but is not guaranteed. Trustee Mayra Ortiz, representing the Village of Summit, urged timely submission to the legislature, saying the village had hoped to bring the request to the General Assembly earlier and that delaying action could miss the legislative window.
