Council adopts revised pay schedule but removes deputy building official for more review

The San Bruno City Council approved changes to the city's salary schedule on Sept. 24 but agreed to delay action on a proposed deputy building official position.
Nick Pegueros, the city's administrative services director and CFO, told the council the 3.75% increase for the city manager reflects a negotiated change for a current employee and that staffing adjustments in finance and community development stem from internal alignment and recruitment needs. Pegueros said the accounting supervisor classification was set after market review and that a principal planner line was being aligned for equity in the community development group.
Councilmember Sandy Alvarez said she supported the finance-related changes but asked for additional documentation for the deputy building official, including a job description and a workflow showing span of control. Alvarez expressed concern that San Bruno is a relatively small city and that a deputy building official title and salary might be higher than warranted without clearer justification.
Community development staff said the 'deputy' title was chosen to attract candidates and to align the salary range with a principal planner for equity; they also said the position would support succession planning and that vacancies in building currently require contract support.
Councilmember Alvarez moved to approve the pay schedule with the deputy building official removed from the resolution and asked staff to return with the job description and an organization chart; the motion was seconded and passed unanimously. Staff said the accounting supervisor recruitment is underway and that parts of the reorganization do not change the city's authorized FTE count.
What happens next: staff will return at the next meeting with the requested job description and organizational chart for the deputy building official position and will proceed with recruitment for positions not affected by the amendment.
