Council adopts routine resolutions, authorizes stormwater easements and refers two rezoning requests to Planning and Zoning

The City Council on Oct. 14 approved a package of routine resolutions and took procedural steps on two rezoning ordinances, while hearing an update from the city manager on stormwater and water-infrastructure projects.
The council unanimously adopted Resolution R-25-10-39 to cancel the Nov. 11, 2025 regular meeting for Veterans Day and Resolution R-25-10-40 to cancel the Nov. 25 meeting for Thanksgiving. Both measures passed by roll-call vote with every councilmember recorded as "Aye."
The council also approved two stormwater-detention easements: Resolution R-25-10-41 (authorizing a drainage easement at 2323 Leo Court, owned by Herbie Lee and Deborah Solomon) and Resolution R-25-10-42 (authorizing a drainage easement at 2321 Woodview Circle, owned by Clinton Watson). Both resolutions were adopted following the clerk’s readings and roll-call votes.
During his report, City Manager Griffith said the contract with Peach State Construction and related change orders will result in "a little over 3 and a half million dollars worth of stormwater infrastructure improvement," adding that most of that work has been funded with ARPA dollars and some by stormwater fees. He also said bids for a $1,000,000 CDBG project to replace water-system infrastructure on the South Side had been reviewed and that a contractor had been chosen pending easements.
The clerk read first readings of two rezoning ordinances and the mayor referred both to the Planning and Zoning Commission for review: Ordinance O-25-10-14 would rezone property at 217 Thomas Field Road (owned by Smith Development Company) from Office Industrial to Heavy Industrial; Ordinance O-25-10-15 would rezone 2.23 acres at 841 Dunlap Road (owned by Nissa Khan) from Single-Family Residential to Community Commercial to allow construction of office-warehouse units.
Public commenters earlier in the meeting urged the council to help define parking solutions for downtown loft conversions. Deepak Kumar, introduced by the mayor as the owner of Metropolis and Downtown Bollywood Tacos, asked for the city’s partnership to legally define new parking opportunities for Phase 2 at 111 North Wayne Street. Mike Couch spoke in support and urged clear direction on parking so other developers would follow.
Council later moved into an executive session to discuss a personnel matter and returned to open session; the clerk recorded votes to enter and to return. The meeting adjourned after brief closing remarks.
