Upshur County Commission approves contracts, grant filings and airport reimbursement; extends mural deadline

At its April 2 meeting the Upshur County Commission approved a $19,530 groundskeeping contract, authorized a $27,831.39 FAA reimbursement request for airport taxiway markings, approved revisions to school Prevention Resource Officer agreements, and granted a muralist an extension to April 21, 2026.
The Upshur County Commission on April 2, 2026 approved a package of administrative actions, contracts and grant-related filings and granted a short deadline extension to the muralist contracted to produce the county’s 250th mural.
The actions passed unanimously. On motions moved most often by Commissioner Douglas K. Bush and seconded by Commissioner Samuel R. Nolte, the commission authorized the Commission President to sign a Sworn Statement of Expenditures for Grant No. 23-VA-072 (granting period July 1, 2023–June 30, 2024) required under West Virginia Code §12-4-14 and approved a renewal application for eligibility to receive federal and state surplus property under West Virginia Code §5A-3.
Also approved was a contract with Stanton Lawn Services for groundskeeping at multiple county-owned properties for the 2026 mowing season, in the amount of $19,530, with renewal options not to exceed three years. The commission authorized a Federal Aviation Administration Outlay Report and Request for Reimbursement, Request #4-Final, seeking $27,831.39 for a taxiway marking project at the Upshur County Regional Airport.
County Administrator Tabatha R. Perry told the commission that proposed revisions to the 2025–2026 Prevention Resource Officer agreements — covering Buckhannon-Upshur High School, Buckhannon-Upshur Middle School and all Upshur County elementary schools — reflected a verbiage change requested by the West Virginia Board of Education’s legal counsel and did not alter the substance of the agreements; the commission approved the revised agreements.
The commission granted muralist Tom Acosta a time extension to complete and deliver the 250th Upshur County mural by April 21, 2026. Commission President Kristie G. Tenney said Upshur County Prosecuting Attorney Bryan Hinkle advised initiating a formal Extension Agreement because Mr. Acosta is in breach of the original contract and the West Virginia Department of Tourism’s installation deadline is May 1, 2026.
The meeting also included routine administrative items: review of ‘‘For Your Information’’ documents (audit and transportation notices, a sheriff’s office financial statement, and a FOIA fulfillment regarding opioid settlement funds), approval of listed invoices, vacation orders and a set of settlements and refund/exoneration orders. The commission approved advertising for two part-time case aide positions with the 18th Judicial Circuit Community Corrections Program; applications are due April 15, 2026.
With no further business, on motion by Commissioner Bush, seconded by Commissioner Nolte, the commission adjourned at 10:42 a.m. The next regular meeting was set for April 9, 2026; the April 16 meeting was canceled.
