The Duchesne County Planning Commission voted unanimously March 4 to approve a conditional use permit allowing Brock Hamond and Courtney Hamond to operate a short‑term rental on parcels in Duchesne County. The approval included staff‑recommended conditions and an added requirement that the operator collect Transient Room Tax.
Duncan Kading presented the application and told commissioners that the findings of fact are on file with the Duchesne County Community Development Department. Commissioners questioned how the parcels are being classified for land‑use purposes and whether additional residential structures could be built. Staff explained the parcels are zoned A‑5 but are being treated as R1 for land‑use because of an existing residential water connection.
Commissioner Annette Miller pressed staff about water availability for any future structures; Commissioner Judy Wilkerson said water rights are being acquired that could allow additional connections. Commissioners also discussed occupancy limits applicable to resort‑lodge uses and the point at which commercial fire‑suppression systems would be required.
Commissioner Connie Sweat asked whether Transient Room Tax requirements apply to the proposed short‑term rental. To address that concern, Commissioner Annette Miller moved to approve the Conditional Use Permit with the recommended conditions and to add a requirement that the operator collect Transient Room Tax; Commissioner Judy Wilkerson seconded the motion. The motion passed unanimously.
Chairperson Terry Nelson asked about durable, dustless driveway and parking surface requirements; staff replied that the county standard in that regard is consistent with county code requirements. The commission opened the public comment period; no members of the public offered comment.
