The Albia City Council on June 3 approved the first reading of an ordinance amending the city’s fireworks rules, limiting personal fireworks to July 4 between 6:00 p.m. and 11:00 p.m., requiring detonation at least 200 feet from any building and authorizing citation of property owners for violations.
The ordinance came after public comment from Tonya Bunch, who urged the council to address the impacts of fireworks on pets, residents and private property. City Clerk Linda Heller presented two draft ordinance options and Chief Jacob Miller asked the council to give police authority to cite property owners when fireworks are set off on private property.
Councilor Kathy Mobley moved to approve the first reading; Councilor Don Benson seconded. The motion carried 4-2, with Councilors Trudy McDowell and Scott Kelly voting no. The minutes record the motion and vote but do not include additional debate or amendments.
The council handled the matter as part of its regular agenda and proceeded to other business after the vote. The meeting began at 6:00 p.m. and adjourned at 6:35 p.m.
