At the meeting, a staff presenter demonstrated a sample Gantt-style visualization populated with recent purchases (an ambulance purchased in 2013 was used as the example) and showed how anticipated lifespan and lead time feed annual budgeting needs. The presenter said the tool can be used to ‘‘visualize into the future what we might need and how much we need to save and spend,’’ and agreed to refine the spreadsheet and circulate it to board members by email.
Board members debated replacement assumptions. One member said heavy apparatus historically lasts roughly 12—— years in practice, while others said some vehicles often reach 20 years; participants agreed to treat multi-year estimates beyond three to five years as provisional. The group discussed lead times for specialty equipment (one to two years for ambulances was suggested) and considered using at least a 4.1% inflation factor in cost projections, reflecting recent state guidance.
The board also discussed the town's existing CIP balance and near-term implications for budgeting. Staff reported the CIP account held $502,003.94 as of the last update; members asked staff to obtain an updated balance for the record and to compute annual target contributions so the town can "catch up" on deferred replacements.
Separately, the board voted to refer a conditional use permit application filed by VHB on behalf of Eversource for utility maintenance (work that will affect wetlands and power poles) to the Conservation Commission for review at that commission's July meeting. Chair (S3) said the referral must be timed carefully because the town has a 60-day review window once an application is accepted. The motion to refer passed with no opposition.
