County staff propose sliding-scale ordinance to clear backlog of expired building permits

Craig Davidson of community development outlined a proposal March 12 to bring back an ordinance that would permit a sliding-scale administrative closure of long-expired building permits. Davidson said the existing resolution (2014-98) had allowed a 10-year administrative closure window and that the department’s new database migration initially showed roughly 29,000 expired permits; staff have reduced that number to 584 and propose a rolling, sliding-scale approach to continue closing stale permit records that present no life-safety issues (mainly accessory structures).
Davidson said the change would benefit constituents and staff by reducing staff time tracking down very old permits and that the draft ordinance would proceed to the planning commission for public review and any necessary refinement. Commissioners expressed general support and asked about the planning commission step.
