Staff explained the project’s unusual history: the developer received a director-granted extension in 2022 and then a board-granted extension in 2024; the current consultant requested another extension because work remains on site-disturbance plans, road design modifications and a challenging water-system design that requires DEQ and Panhandle Health District review. Staff said an ITD encroachment permit for the interior road was recently approved, and the applicant is taking steps to enable well drilling and related work.
Staff and commissioners discussed risks associated with allowing bonding for unquantified improvements such as wells, where depth and yield are unknown. The applicant indicated a three-year extension would be sufficient; the board approved a three-year extension with recorded aye votes.
