Kootenai County commissioners on March 12 approved ZON25-006, a rezoning request from Hutter Properties LLC to change a roughly 3-acre parcel from commercial to light industrial to allow assembly and manufacturing uses that the commercial zone does not permit.
Staff (Vlad Finkel) outlined the site’s zoning history: the parcel was rezoned to commercial with a conditional zoning development agreement in 2014 to allow a plumbing business, and later the owner asked to remove the conditional agreement. Staff said two of three existing warehouse-type buildings are occupied and that proposed light-industrial zoning would enable manufacturing and assembly while likely limiting residential and lodging uses that a commercial designation could allow.
Applicant representative Rand Wickman said the site is “high visibility, low access,” visible from the interstate but difficult to reach from freeway exits; he and staff said light industrial is a better fit for leasing the existing buildings. Pat Breeden noted an Idaho Transportation Department PEL study that includes interchange alternatives in the corridor; annexation considerations were discussed but not resolved at the hearing.
No public opposition was recorded at the meeting, the hearing examiner had recommended approval and the board voted unanimously to approve the rezoning. Future steps such as annexation, building permits and wastewater approvals will be handled through standard agency reviews.
