The El Rancho Unified Board approved a memorandum of understanding with the City of Pico Rivera to sustain the REACH after‑school program for the 2025–26 year while the district works to become fiscal agent for the program.
Staff explained the arrangement grew from earlier ACES grant arrangements in which the city initially served as grantee; the city council approved the MOU at its last meeting and district staff said they are prepared to complete the state transfer form to move responsibility to the district once authorization is final.
"With that MOU in place approved by the city council, and if you approve tonight, then we can move forward in creating the basis now, filling out that state form to transfer all of the responsibility onto the district," a district administrator told trustees.
Trustees asked for copies of correspondence with the state and for timely updates; staff said they had requested a formal explanation from the state legal office about a recent funding notice and would provide the letter to trustees. The board approved the MOU 5–0.
Staff said the transitional structure would keep REACH staff employed by the city for the coming year while the district develops a longer‑term fiscal plan and blends before‑ and after‑school programming.
