Board approves amendment to Caltrans right‑of‑way agreement for Benny Junction Complete Streets project

Cameron Knutson, Caltrans project manager, presented the Benny Junction Complete Streets project and requested board approval of an amendment to the right‑of‑way agreement for additional property acquisition and temporary construction easements near 24th Street. Knutson said the project will widen the roadway (two lanes each direction), remove the existing underpass/tunnel, replace bridges, provide sidewalks and separated bike paths, add signals (including a new signal at 24th Street), and realign railroad tracks and retaining walls to minimize property impacts.
Knuston (Caltrans) described schedule and permitting constraints: the project remains contingent on agreements with the railroad, U.S. Army Corps of Engineers and the Central Valley Flood Protection Board for levee work and track realignment. He said Caltrans hopes to start construction in the fall and estimated the work will proceed over “about three seasons, three years essentially.” He described measures to minimize disruption to school access, including night work for lane closures and coordination with district staff on bus access and staging.
After questions from trustees about closures, staging, school access and signal locations, the board approved the amendment to the right‑of‑way contract by voice vote.
