Commission recommends approval of specific-use permit for Verizon antenna on Pecan Knoll elevated tank

The Fulshear Planning and Zoning Commission voted to recommend City Council approve ordinance 2026-15-21, a specific-use permit (SUP) for a cellular antenna to be mounted on an elevated storage tank at 7835 And A Half Pecan Knoll Drive.

Staff presented the SUP and said an accompanying lease agreement will go to council. Andy Rosenstrykowski, representing Verizon Wireless, said Verizon will take a small portion on the tank and a ground space for equipment and that the site can accommodate co-location by other carriers. Rosenstrykowski said the installation is in Verizon's 2026 build plan and, conservatively, could be completed by the end of 2026.

Commissioners asked whether carriers had provided coverage maps to justify the site. Staff said carriers sometimes provide preliminary materials but often treat detailed coverage data as proprietary; a commissioner pressed that a coverage map requirement would help the public judge whether new installations are needed. Staff also said review of the antenna (mounted on the tank with ground equipment only) would be simpler than a tower and estimated permit review for the ground equipment at under seven days.

A motion to recommend approval of ordinance 2026-15-21 (specific-use permit for the antenna at 7835 And A Half Pecan Knoll Drive) was made, seconded and passed by voice vote; the Chair announced the motion carries and the SUP will proceed to City Council for final action.
