Staff cautioned the reprieve is temporary: once impact fees diminish, the city will still need to address debt service obligations (including sums shown in the bond documents). For that reason the committee will continue technical work on wastewater capital priorities and refine demand projections before bringing specific rate recommendations back to the council.
Councilmembers praised the committee’s work and asked staff to continue detailed technical analysis on project scope, schedule and funding options.
