The Fulshear City Council voted Tuesday to award contract 2026‑011 for on‑site shallow‑well construction (Pecan site) to Alsay Incorporated for $2,987,900.
City staff said the project follows a first well at the McConnell site that yielded just over 2 million gallons per day (MGD) in initial testing; the new on‑site shallow well is targeted to add roughly 1 MGD of pumpage. Staff explained the contract includes allowances for possible field changes — about $200,000 — and the project schedule is driven in part by lead times for a motor control center (MCC), which the presenter said can take many weeks to deliver.
Staff and consultants noted that earlier projections had been more optimistic (a previously discussed 4 MGD target across sites), and that this well alone will not reach that total. Piloting, water‑quality testing and pump evaluation are required before final sizing; staff said those tests typically take several weeks and that the contract’s contingency is intended to address unexpected subsurface conditions.
A motion to award the contract to Alsay Incorporated was made and seconded; the council approved the award with no opposition.
Staff said they expect piloting and initial testing to be complete early in the construction period and that additional budget revisions would be brought back if contract changes are requested beyond the included allowance.
