The Fulshear City Council authorized the city manager on Tuesday to enter a project agreement with Fort Bend County that will let the county perform roadwork while the city pays for materials, authorizing up to $240,000 in purchase orders to avoid delaying county crews.
City staff explained the proposed agreement covers work on James Lane, Houston Street and a short section described in the packet (referred to in the meeting as Beaudark/Beaud Arc/Boatark Lane); the county would provide labor and equipment while the city would front materials. Staff said timing is important because the county’s crews and contractors are currently available and a delay would push the work past the optimal construction window.
City staff said the funding will be frontloaded from the CAD/PCI program and that a budget amendment will be brought back to the council in about a month to reconcile funds. The staff presentation noted coordination with LCISD, which is reconstructing an adjacent section of roadway and will take responsibility for other portions of the project.
A council motion to approve the project agreement with Fort Bend County, with expenditures not to exceed $240,000, was made, seconded and carried with no opposition.
Council discussion included requests to see the formal project agreement once it is provided by the county and clarifications that the $240,000 cap should be stated in the motion.
