Summary
Hyde Park Council voted 4-0 to sign an agreement with Express Bill Pay for utility billing, approved a letter authorizing trail work, and reapproved Resolution 24-21 to adjust a boundary with North Logan so paperwork can be resubmitted to the lieutenant governor’s office.
At its April 8 meeting, the Hyde Park City Council approved several routine items the city said will improve operations and clear outstanding administrative issues.
The council voted 4-0 to sign an agreement with Express Bill Pay to handle the city’s utility billing. Staff described the vendor as more capable than the city’s current system and said it will cost the city more annually but save staff hours and improve customer experience. The motion carried with a recorded outcome of 4-0.
Council also approved a letter giving volunteers and contractors permission to work on city-owned trails beginning May 1 (through Oct. 31), with the city supplying letterhead and a delivery address; council asked staff to confirm insurance and logistical details before sending the finalized letter.
Separately, the council reapproved Resolution 24-21 to adjust the common boundary with North Logan for property near 7th East and 6th South. The resolution had been approved previously in 2024 but had not been processed by the state; council reapproved the measure so it can be resubmitted to the lieutenant governor’s office and allow pending home construction and utility hookups to proceed.
Each of the three items passed without recorded dissent; staff will follow up on implementation steps and logistics as noted in council discussion.
