RBUSD unveils TK–12 counseling plan to expand tiered supports, wellness centers and college-career work

Jason Kurtenbach, Executive Director of Student Services, presented a districtwide TK–12 counseling plan designed around MTSS and the American School Counselor Association (ASCA) domains. "This plan will support students from TK through grade 12," Kurtenbach said, adding that the plan is a “living document” to be updated annually with evidence-based practices and state law changes.
Elementary counselor Paige Mosqueda described a standardized classroom guidance lesson program that reaches 170 elementary classrooms and offers small-group interventions and referral processes for students who need more support. Middle-school counselor Sarah Leszek summarized social-emotional supports, wellness centers and grade-level transition activities; she said middle-grade students are encouraged to self-refer and staff coordinate with high school teams for smooth transitions.
High school wellness-center lead Rachel Andrews and senior counselor Ivy Kozaki outlined tiered services at the secondary level, including weekly stress-management groups, parent coaching, group counseling to reconnect students who are not attending, and biannual transcript reviews. Kozaki said the high school currently has two full-time NEST counselors and one administrative staff supporting college-and-career readiness for juniors and seniors. The district reported roughly 275 active 504 plans across secondary sites and about 35 new requests processed this school year.
Kurtenbach and counselors described expanding Naviance access earlier in the pipeline (fifth grade and up), so career-interest data follow students across years and inform course planning. Board members asked about counselor-to-student ratios and how counselors connect with every student; counselors emphasized one-on-one meetings for course planning and prioritized targeted support for students needing more intensive interventions.
The board thanked the counseling team and invited counselors onstage to be recognized.
