Rocklin Unified updates absence policy and authorizes one-day independent study under state law change

The Rocklin Unified School District board approved updated language on excused absences and adopted policy changes to allow one-day independent-study agreements under a recent state law change.

Hannah Anderson, the district's director of innovation in school programs, explained that AR 5113 has been brought up to date with Education Code guidance and now explicitly includes mental-health-related reasons among authorized excused absences. She said the district will update website materials and annual parent notifications to make the rules for excused versus unexcused absences clearer.

On independent study, Anderson said a state legislative change now allows school districts to claim ADA (average daily attendance) for single-day independent-study agreements rather than requiring a three-day consecutive window. "One day does not need to be consecutive or linked together," Anderson said, describing the law change and the district's intention to align board policy with that law.

Anderson and trustees discussed funding and implementation trade-offs. She noted that the district does not receive ADA funding for ordinary excused or unexcused absences; the only times ADA is preserved are when students are on school-sponsored trips, on home-and-hospital instruction or when independent-study agreements meet statutory conditions. Trustees and staff spelled out a set of safeguards the district plans to use when implementing one-day independent study: collaborative rollout with labor partners, pre-approval procedures that check prior independent-study success, possible caps on days per year, and clear parent communication about expectations and timelines for paperwork and signatures (staff suggested obtaining signatures within roughly three to five days after an unplanned absence).

Trustees stressed concern about overuse and student learning loss. Anderson acknowledged the risk and said the district plans to emphasize that in-class instruction is preferable and that independent study is not a substitute for classroom learning: "We still want our families to be taking all of their vacations during school breaks," she said, adding that independent study requires family participation and should be used sparingly for planned or necessary absences.

The board approved the updated AR 5113 and BP/AR 6158 by roll-call votes. Staff said they plan a collaborative implementation and parent-education campaign ahead of a tentative Nov. 4 start date for the one-day procedures.
