Rawlins council issues proclamations marking awareness weeks and honors local volunteer

The Rawlins City Council used its April 7 meeting to issue several proclamations recognizing local and national observances and to present a monthly Community Builder Award.

Mayor Jacqueline R. Wells proclaimed April 2026 as Sexual Assault Awareness Month, citing national and state statistics concerning sexual violence, and urged community support for survivors. Jennifer, presenting on behalf of Carbon County Cove, thanked the council and Rollins Police Department victim advocates for standing in solidarity. "I just wanted to say thank you for recognizing April as ... and thank you to these wonderful ladies from the Rollins Police Department for standing with me in solidarity this evening," Jennifer said.

The council also proclaimed the week of April 19, 2026 as National Crime Victims Rights Week and April 12–18 as National Public Safety Telecommunicators Week, recognizing dispatchers’ role in emergency response. Mayor Wells additionally proclaimed National Volunteer Week (April 2026) and the council presented the April 2026 Community Builder Award to Katie Shinkle for several years of volunteer victim assistance work with the Rollins Police Department. Remarks at the meeting emphasized a shortage of volunteers and praised Shinkle’s responsiveness and advocacy for victims.

The proclamations are ceremonial and intended to raise local awareness and recognize community volunteers and public-safety personnel; no fiscal actions were associated with these agenda items at the meeting.
