The City Council of Lowell adopted a Juneteenth proclamation declaring June 19, 2025, a day of remembrance and celebration of the end of slavery in the United States and listing local events, including a June 7 community celebration at 219 East Main Street and a June 14 festival at Park Street.
During the meeting chair (S3) presented a key to the city to John Wayne Cato, introduced by the mayor as a decorated veteran who served in Vietnam and received multiple medals; Cato accepted the honor and suggested establishing a veterans’ memorial and a brick program to recognize local service members.
The proclamation and the award were approved by voice vote and the council thanked the veteran for his service. Council members asked staff to consider follow‑up actions on a veteran memorial and to include related planning on a future agenda.
