Beach Haven advances traffic changes, lists consent items and approves $1.48 million in bills

At its July 14 meeting, the Beach Haven Borough Council introduced two code amendments and approved several routine and contract items under a consolidated consent agenda.
Ordinance 2025-15c, amending chapter 137 (outdoor dining) to conform with recently enacted state law (public law 2024 c.95), was presented on first reading; as a first reading it was not open for public comment. The council also moved forward with ordinance changes to chapter 199 (vehicles and traffic), including designating a portion of 8th Street one-way to improve safety at the Bay Avenue intersection. Council members said the change will funnel traffic to the signals at Taylor Avenue and 6th Street.
Council listed numerous consent agenda resolutions including refunds and bond returns, rescinding a prior iBank water-project application resolution, reimbursement for sewer-blockage mitigation, appointments to the joint land-use board, returning escrow, shared-service agreements with Surf City and the Beach Haven Public Library, membership approvals for the volunteer fire company, awarding a contract to Vortex Services LLC for the 2025 Dock Road sanitary sewer rehabilitation (Pennsylvania Avenue to Delaware Avenue), amending an employment agreement for the construction official, and appointing Eric Riso of the law firm Zeller & Velichko as special counsel. Council removed Resolution 186-2025 (the shared-service agreement with the Beach Haven Public Library) from the consent agenda to allow additional time to compare the library's approved edits with the borough draft.
After discussion the council approved the remaining consent items and a bills list totaling $1,480,093.09 by recorded vote. Where council took formal votes during the meeting, roll-call affirmative responses were recorded on the record.
Council members said they will revisit the removed library agreement at a later meeting after staff completes a review. No contract start dates or detailed funding breakdowns for the Dock Road sanitary sewer rehabilitation contract were provided in the public remarks; the contract award was listed on the consent agenda as part of the night's motions.
