Council adopts easement and committee‑membership ordinances, introduces fee and parking changes

At its Nov. 10 meeting the Red Bank Borough Council moved through several land‑use and administrative ordinances.
Ordinance 2025‑28, a final reading to amend Chapter 9 to add a Shade Tree Committee representative to the Complete and Green Streets Advisory Committee, was opened for public comment with no speakers and adopted on a roll‑call vote. Council confirmed the motion and each member voted "yes." The roll call named Council member Bonnetakis, Council member Cassidy, Council member Stacy Blackwood, Council member Forrest, Council member Janone, Deputy Mayor Trigiano and Mayor Portman as voting in the affirmative.
Next, the council held a public hearing and adopted Ordinance 2025‑29, authorizing the acquisition of a permanent public‑access easement affecting parts of Riverview Medical Center (identified in the ordinance by Block and Lot numbers) to secure continuous public access to the Navesink River. There were no public comments on the easement and the ordinance was adopted unanimously by roll call.
The council then introduced Ordinance 2025‑30 to update construction fees (public hearing scheduled Dec. 11, 2025) and Ordinance 2025‑31 to reduce a prohibited‑parking buffer from 165 feet to 140 feet on the south side of Dr. James Parker Boulevard to create additional parking (also set for a Dec. 11 public hearing). Both ordinances were approved on introduction.
On consent the council approved Resolutions 25‑228 through 25‑238 by roll call. Several noncontroversial membership items for the volunteer fire department were then announced and will be processed administratively.
