During the recommendations portion of the Nov. 21 meeting the board considered a multi‑item consent slate covering appointments, program positions, policies and procurement items. The motion to approve the slate was moved and seconded and passed by roll call after members asked clarifying questions.
Highlights of approved items included personnel appointments for the 2024–25 year (including CCLC positions to be paid from the 21st Century Community Learning Grant), approval of an articulation agreement with Sussex County Community College for concurrent enrollment courses, and the appointment of Stephen Down as an assistant principal at Vernon Township High School (effective Dec. 16 at a prorated salary).
On procurement and capital, the board approved change order proposals for the Vernon Township High School fire‑alarm replacement (combined proposal amount noted at $99,064.03) and a $5,900 proposal with Whitman Environmental Consulting and Engineering for an energy‑savings program evaluation for all six schools. The board also authorized Phoenix Advisors to provide municipal‑advisor services in connection with a proposed energy‑savings obligation refund or school bond issuance; the minimum fee structure was recorded in the agenda materials.
Board members asked for follow up details on some items (e.g., the scope of field trips, fund 20 reimbursements and a parental transportation contract). Clerk/finance staff clarified that Fund 20 operates on a reimbursable basis and that the district requests monthly federal reimbursements; one member abstained on check 93855 (attachment F1) and that abstention was recorded in the roll call.
The board closed public comment after two speakers and moved on to member forum and adjourned the meeting.
