Highwood council approves Class D liquor license for Pelago Cafe; routine warrants and reports pass

The City Council of Highwood on April 7, 2026, approved an ordinance amending local licensing rules to eliminate a Class C liquor license and establish a Class D license for Pelago Cafe, a change council members said would allow takeout and carryout alcohol service.
A committee member moved to waive first reading and approve the ordinance for Pelago Cafe; the motion was seconded and passed on roll call. During discussion, the chair asked staff about the intended service model and whether the permit would allow takeout. Scott, the treasurer who spoke during the financial portion of the meeting, described the change as "solid retail with this change, and I think they're about ready to open up." The council recorded affirmative votes during the roll call and the ordinance moved forward.
At the same meeting the council approved the warrant list dated April 7, 2026, and accepted the city financial reports for January and February 2026. The ARC sign application for Astra Nails (410 Greenway Road) was not ready for consideration and staff will work with the applicant; council deferred that item. Quotes for a residential streetscape project were placed on hold while staff examines parks of comparable size.
