Montgomery County Commission approves road material contracts, poll pads and network services

The Montgomery County Commission on July 8 unanimously approved a series of procurement contracts and routine financial items, while a resident urged redirecting proposed waterpark funds to community services and infrastructure.
The commission voted to accept bid awards for pavement materials after the county's purchasing manager presented the tabulations. Asphalt Contractors, Inc. and APAC of Alabama were awarded supplies under Invitation to Bid No. 53000-25B-020 for multiple Superpave bituminous concrete mixes. The contracts begin July 22, 2025, run through July 21, 2026, include options to renew for up to two additional one-year periods, cap any annual price increase at 5 percent and allow either party to terminate with 60 days' written notice, according to contract documents filed with the meeting materials.
The commission also approved a separate contract to APAC of Alabama for high-performance asphalt cold patch under Invitation to Bid No. 53000-25B-021 at a quoted unit price of $154.20 per ton; the county's memo said the lowest bidder was outside the county's 25-mile preference radius.
In elections technology, the commission approved a request to purchase and implement a poll-pad package from KNOWiNK for $347,240 and noted an annual maintenance/support cost shown in the procurement documents as $43,520. A purchasing memo states KNOWiNK is the county's current provider and has electronic poll books certified by the U.S. Election Assistance Commission; the memo said the award was coordinated with Alexandria Stephens, the director of elections.
For county information technology, the commission approved a bid to Cytranet for a private high-speed data network to serve the Youth Facility, with the memo showing $14,400 annually and a $550 installation cost. The contract language lists an initial service period beginning July 1, 2025 and ending June 30, 2028 and allows the county to add or remove locations during the contract term.
Separately, the commission approved a Master Services Agreement with Blue Plains Technology, LLC to provide Dedicated Internet Access. A memo from Rodney Smith, senior IT manager, said the proposed contract would reduce the county's annual internet budget for DIA services from $20,400 to $18,792; the work order attached to the contract lists a 10 Gbps service at 100 S. Lawrence St. priced at $1,566.25 per month.
On budget matters, the commission approved Budget Change Request Number 3 for the Montgomery County Sheriff's Office (MCSO BC 2025-3). The supporting form shows an increase of $94,000 to the Repair & Maintenance Motor Vehicle account (001-52110.234), offset by a $94,000 reduction in County Fund Balance (001.35900), with the justification citing replacement of multiple motors and transmissions in patrol units and a pending recall reimbursement effort.
The meeting opened with Chairman Doug Singleton welcoming attendees and included a public comment from Dr. J.R. Brown, who urged the commission not to add waterpark funding and to prioritize other community needs, including services and infrastructure.
Routine items approved by unanimous vote included minutes of the June 24, 2025 meeting and the consent agenda covering accounts payable and payroll. The posted finance registers show payroll totals of $2,496,359.82 and accounts-payable check batches of $3,238,056.16 (dated 6-20-2025) and $572,801.85 (dated 6-27-2025).
The commission also approved miscellaneous appropriations to local agencies and education and appointed Chairman Doug Singleton to the ACCA Legislative Committee for 2025'2026. Staff reports were listed on the agenda and the meeting adjourned at approximately 10:30 a.m.
What happens next: the approved contracts include start dates and service periods in the contract language (for example, most material contracts begin July 22, 2025). Procurement and departmental staff will proceed with execution and implementation under the terms approved by the commission.
