Council approves pilot mural and draft guidelines, weighs website overhaul to market business park

The Cultural Committee approved two related items intended to encourage public art while establishing basic oversight: a proposed mural on the west wall of the 1855 Building and a draft set of mural guidelines to be piloted rather than immediately codified as an ordinance.

Committee members said guidelines will help manage issues such as scaffold placement, sidewalk safety during installation, and potential commercial content. One member noted the guidelines were modeled on Waterloo's approach and that the first mural should be grandfathered while the new rules are finalized. The committee voted to approve the mural and accepted the draft guidelines (to be tested and potentially codified later).

Members also voted to extend the Chamber of Commerce lease through Dec. 31, 2025, and discussed website improvements and marketing for the REPA business park. A staff member said the current site (Weebly) is hard to maintain and proposed soliciting proposals to redesign the site for better forms, codification posting and marketing; the committee supported gathering local vendor proposals.

Local business owner Lanetta Adams spoke in favor of murals and said she has an artist ready to paint a tree-themed mural on her building; the committee said it will try to have guidelines and approval in place at the next council meeting.
