Council approves transfers, leases and equipment purchases in routine business

The Public Works Committee authorized transfers of $500,000 from the electric cash account to the electric capital account and $150,000 from the gas cash account to gas capital to fund planned projects. The committee also approved Amendment 4 to the American Tower lease (which adds an option for up to 1,000 square feet and raises rent by $150/month if exercised) and accepted a competitive bid for bucket truck #27 from Global for $1,999,370.
Other approvals included a Moore Asphalt street-sealing contract for $30,050, a water-plant computer purchase not to exceed $1,200, and a not-to-exceed $7,000 authorization for replacement ballistic vests for officers. The Recreational Facilities Committee approved a sports-complex LED lighting upgrade with an estimated project cost of $63,006.53 and a not-to-exceed authorization of $70,000; committee members noted IMEA energy-efficiency funds may cover about 75% of eligible costs.
Most motions passed by voice vote with the record noting "motion carries." Several items (notably the IMEA contract review and Mill Street drainage) require further staff follow-up.
