Resident urges Red Bud to fix Mill Street drainage tied to 1980s culvert work

Laurie Reese spoke during public comment to ask the city to repair a long-standing drainage and erosion problem behind Mill Street, presenting historical minutes and an engineering recommendation from the Natural Resources Conservation Service.
"I'm asking the city to fix the mistake that the problem they caused," Reese said, describing how curb-and-gutter and a culvert installed in the 1980s diverted stormwater across private yards and created a 12–14 foot deep, 25–30 foot wide eroded ditch. Reese said she had obtained meeting minutes and a 1980s plan that called for a storm sewer to run to the railroad and that the work was approved but not completed.
Reese said the USDA-NRCS engineer estimated the repair would require roughly 16 tons of RR4 rock riprap placed on geotextile fabric, some grading with a backhoe and other measures to stabilize the slope; she provided photographs showing the change from grass to a deep eroded channel and said neighbors' property, farm ground behind the site and safety concerns motivated the request.
City staff and committee members acknowledged the complaint and asked Reese to provide the documents and photos to staff for record review. Committee members said they would examine historic minutes and property records and follow up; no immediate remediation was authorized at the meeting.
