Hampton Township staff reports apparent low garbage bid that could lower monthly rates

Township staff told the Hampton Township Council that bids opened that day for the township’s five-year garbage-collection contract with an optional additional five-year extension produced three proposals: Vogtle Disposal, Waste Management (the incumbent), and County Hauling/Noble Environmental.
Staff said the township’s current base monthly rate is $39.51. According to the bid tabulations presented to the council, Vogtle Disposal appeared to be the low bidder at $30.35 per month under the bid structure staff discussed. Waste Management’s bid was reported as $36 per month. Staff cautioned that the apparent low bidder is not yet certified as the lowest responsible bidder and that background checks and a full evaluation remain to be completed before any award; staff has 60 days to make a recommendation.
Council members asked practical questions about the proposal, including two different base-bid structures (a pay-as-you-throw option vs. the township’s current single large monthly bulk item arrangement), potential costs and leasing options for extra carts, and the logistical impact of switching vendor carts. Staff said the Vogtle proposal would not increase the rate above the current $39.51 level until 2034 under the presented pricing scenario and emphasized the need to ensure apples-to-apples comparisons when evaluating awards.
The council did not take an award vote tonight; staff said it will return with a recommendation and the full bid tabulation for council consideration within the available 60-day award window.
