Box Elder County commissioners voted to accept the Barrett Mental Health Authoritys independent audit for the fiscal year ended June 30, 2025.
Rob Johnson, representing Barrett Mental Health, told the commission the auditors issued a clean opinion that "the accompanying financial statements present fairly in all material respects the financial position of the center as of 06/30/2025 and 2024." He highlighted that county matching dollars are the base of the funding pyramid and said the county contributions, combined across the region, helped leverage "$21,000,000 in revenue" used to deliver services to people with mental illness in the catchment area.
Johnson walked commissioners through the balance sheet and income statement, noting an unexpended county fund balance and that personnel costs made up roughly 74 percent of expenditures for the year. He also said that recent property transactions produced $504,000 in nonoperating revenue tied to the sale of a facility interest in Tremonton and Garden City and that Barrett now rents space from the local health department.
Commissioners asked how the July 1 operational consolidation of substance-abuse services would affect future reports; Johnson said next years report will look similar but that the following year would reflect significant changes and additional Medicaid capitation revenue tied to the integrated substance-abuse services.
A motion to accept the audit and complete the county certification was made and approved by voice vote.
The commission took no additional policy action; the certification will be signed as part of the countys annual audit-review process.
