Lawndale waives fees for South Bay COG event, approves JPA amendment to allow staff alternate

The Lawndale City Council approved a one-time fee waiver for the South Bay Cities Council of Governments (COG) event scheduled for December at the Harold Hoffman Community Center and separately approved the COG's Fifth Amendment to its joint powers agreement.
Community Services Director Jason Minner presented the waiver request and staff analysis: the full fee waiver including refundable deposits totaled $2,422; after an insurance discount the unrecoverable lost revenue was estimated at $1,075. Minner said the request was for one event and staff had worked through deposit and insurance details. Council members debated whether the organization should pay the deposit or staffing costs; the council majority supported the waiver and the motion passed with Mayor Pro Tem Pat Kearney voting no.
On the regional governance item, staff explained the Fifth Amendment would restate the JPA and allow the City of Los Angeles to appoint a non-elected senior staff alternate to its governing board seat to improve participation given LA City Council members' limited attendance. Councilmember Suarez said the change was requested by the LA representative and designed to secure consistent participation. Council voted unanimously to approve the amendment.
The fee waiver is intended to facilitate hosting the regional event in Lawndale; the JPA amendment reflects a procedural change requested by a large member jurisdiction to enable consistent representation at COG meetings.
