Council receives parking study for 41-unit project and declines one-way street changes

The Lawndale City Council voted to receive and file a developer-funded parking study on Nov. 3 after staff summarized data showing overall parking availability for a proposed 41-unit project on the south side of 153rd Street.
Public Works staff explained the consultant collected data between 6 a.m. and 10 p.m. on a single day and that while some morning hours near schools reach full occupancy, much of the day shows substantial availability. "The point is the project does not affect traffic, parking," the presenter said, adding the report recommends keeping current street directions rather than converting short blocks to one-way. Council agreed to file the report.
Resident Andrew Blackman urged the council to pursue a larger study covering Hawthorne Boulevard to Inglewood Avenue and Marine Avenue to Manhattan Beach Boulevard to better understand narrow streets and bicyclist safety. "That area has a lot of narrow streets, and, me riding my bike, I'm scared of how close the car is getting to me," he said.
Councilmembers discussed the scope and limits of the existing study and confirmed that a broader study would be a separate effort and could be placed on a future agenda if council directs staff to pursue it. Staff also noted that developer-required tandem parking in the project appears to have reduced spillover onto nearby residential streets.
The council took no regulatory action; the item was received and filed per staff recommendation.
