The petitioner asked for the fence to run parallel to North Street but set back 10 feet from the property line to avoid septic system elements; Lind said the submitted site plan accounted for health‑department recommendations.
Commissioners asked whether the reduced setback would create sight‑distance problems; staff said the lot configuration and neighboring land uses (a library barn across the street) presented no sight‑distance issues.
