Council awards $2.15 million contract for downtown sidewalks after plans revised to protect Bloss House trees

The Atwater City Council approved a budget amendment and awarded a general construction contract to AG Construction for Phase 2 of the downtown pedestrian improvements project.
Staff described the project scope as installing curb, gutter and detached sidewalks in areas that currently lack them, with the design intended to preserve as many sycamore trees as possible adjacent to the Bloss House. Justin from public works said the plans were originally approved June 10, 2024; after rejecting prior bids the city rebid the project and received eight responses. AG Construction submitted the low bid at $2,148,211, approximately $600,000 lower than the previous low bid. Staff said the project is funded by a CMAC grant and Measure V alternative-modes funds and anticipate construction starting in May with completion by July.
Justin noted a design option to push the sidewalk toward the street in some locations to avoid removing four sycamore trees and to avoid relocating a black wrought-iron fence on Cedar Avenue, which staff estimated would add about $15,000 in relocation costs. The Atwater Historical Society’s representative, Dorella "Dee" Heller, thanked staff for coordinating and said the society supports the project and is willing to work with the city on design details near the Bloss House.
Council voted to approve the budget amendment and award the contract on a roll call.
