City planning staff told the Sequim Planning Commission on April 7 that the comprehensive‑plan update will be delayed about four to six weeks while two outside consultants finish work the city will incorporate into the supplemental environmental impact statement (EIS).
At the meeting, staff said the transportation master plan will be added as an appendix to the comprehensive plan to meet Growth Management Act transportation requirements, and the sewer consultant’s broad scope — which includes growth‑related sewer system work and water‑reclamation items — required additional time. Staff said those pieces must be complete before the supplemental EIS can be finalized.
Why it matters: staff said the delay shifts the expected release of all plan components to mid‑to‑late June. After release, the city will open a 30‑day public comment period on the supplemental EIS, conduct outreach during that window, record and document comments received, and then proceed to public hearings first with the Planning Commission and later with the City Council.
Staff emphasized that the extension gives more time to refine code language and to review substantive changes in Title 18, and that the commission will continue to meet and review sections in the meantime. The commission’s role remains advisory to the City Council, and staff said they will supply more specific dates to commissioners once the consultants submit draft materials.
Staff also noted that Title 17 and Chapter 18.21 (housing code) updates were approved by the City Council and went into effect the day before the meeting, establishing a new Land Division Ordinance. That ordinance is separate from the delayed supplemental EIS but was raised as a recent accomplishment.
Next steps: staff expects to post draft materials in mid‑to‑late June, run a 30‑day comment period on the supplemental EIS, and follow with Planning Commission and City Council public hearings. The commission will see additional draft zoning language at upcoming meetings prior to formal release.
