Pocahontas County supervisors end dust-control subsidy, adopt road restrictions and appoint DD 91 engineer

The Pocahontas County Board of Supervisors voted March 31 to discontinue county subsidies for dust-control and approved multiple road and drainage actions during a regular session at the county courthouse.
Chairman Louis Stauter presided over the meeting. After contractors’ pricing information was presented, Supervisor Peter Seehusen moved and Supervisor Clarence Siepker seconded a motion to discontinue county subsidization of dust-control for landowners; the motion carried with all supervisors voting aye. Contractor Frank Salvatore of TBB Spraying had presented 2026 pricing and told the board the company could perform basal bark treatment when conducting foliar treatment; the board also reviewed the county’s dust-control subsidy amounts for the prior two years before voting.
On separate motions, the board adopted Resolution No. 2026-03-#15 to restrict weight limits on 510th Street (motion by Seehusen, seconded by Siepker) and Resolution No. 2026-03-#16 to impose road embargos because of climatic and weather conditions (motion by Siepker, seconded by Aden). Roll-call votes recorded unanimous approval of both resolutions; the Auditor’s office has the full texts available on request.
The board acknowledged receipt of two signed petitions requesting repairs to Drainage District (DD) 91 and appointed Tate Schmeling as the project engineer on a motion by Supervisor Seehusen, seconded by Supervisor Kyle Smith. The board also approved three manure management plans (motion by Brent Aden, seconded by Seehusen): Peiffer Mary, ID# 57939 (SW SE, Section 1, Douglas Township, Sac County); B & B Hog Farms Inc., ID# 59153 (SE SW, Section 3, Des Moines Township); and Double H Hogs, LLC Site #3, ID# 71697 (NE SE, Section 21, Colfax Township). All motions recorded unanimous aye votes.
Auditor Nita Hinrickson reported that 28E law-enforcement agreements had been mailed to all cities involved. Supervisors also gave brief weekly reports on external meetings and assignments; Supervisor Clarence Siepker said he would sign a letter of support on behalf of the board for UDMO’s FY27 Thrive Iowa Program application.
With no further business, the board adjourned its regular session.
