The Clive City Council voted unanimously Feb. 27 to award a $388,066.50 contract to Absolute Group for the Forest Avenue water‑main replacement project.
Jonathan, the city engineer, told the council that the stretch between Elm Crest Drive and Indian Hills Drive had suffered repeated breaks and that bids were uniformly higher than the engineer's estimate. He said unit rates appeared elevated across the board and that rebidding the limited‑scope, time‑sensitive project was unlikely to improve prices. "Absolute Group has performed similar work in the state before, and we believe that they can complete the work outlined in the construction documents," Jonathan said.
Staff recommended awarding the work to Absolute Group despite the bid being about 29% above the engineer's estimate because the company’s prior experience and the compressed schedule for work (to occur while the adjacent junior high school is out of session) reduced the risk of poor performance, the presentation said.
Council moved and seconded the resolution to accept bids, receive the bid tabulation, and enter into contract with Absolute Group; the clerk posted the vote and the motion passed 5–0.
Next steps: staff will finalize the contract and schedule the construction to minimize impacts on Indian Hills Junior High School and neighboring properties.
