Council Member Brian Britt moved to authorize the special-condition documents, the Excessive Force Certification, procurement procedures and a Code of Conduct required by the CDBG award; Council Member Lorie Topp seconded the motion. The minutes record the vote as Aye from Council Members Lance Beethe, Brian Britt, Alicia Brommer, Tyler Speckmann and Lorie Topp; one council member was recorded absent.
City staff gave a group of routine departmental updates before the vote. The Utility Department reported that bids are in for a generator building and that a meter at the wells failed and a new wastewater sampler is needed. The Streets Department said plans for Arrowhead Drive are nearly complete with a possible April bid. The Parks Department said lifeguard training is scheduled May 21–23 and the pool will open on Memorial Day.
