BPMP Consulting sought a rezoning for 1620 Southeast 46th Street (RZN25-000010), asking the hearing examiner to change the parcel from Residential Multifamily Low (RML) to the South Cape (SC) zoning district to align zoning with a City Council‑approved downtown mixed future land use. Scott Hertz, representing the applicant, said the CRA supported demolition grants for adjacent properties, the parcel will be combined with an adjacent lot, and the goal is to enable a mixed-use development with commercial or professional uses on the ground floor and residential units above.
Anthony Santoro, senior planner, incorporated the staff report and described staff’s analysis under the applicable rezoning criteria (including consistency with the comprehensive plan and compatibility with surrounding uses). Santoro said staff found the South Cape zoning consistent with the downtown mixed future land use classification, noted buffering and design controls where the district abuts residential areas, and reported that fire and police anticipate only low/minor service impacts at this stage.
Hertz emphasized CRA goals to promote a compact, walkable urban form and said the proposed zoning would further those goals. He also noted practical constraints on density because of site size and parking, saying the anticipated development intensity would be modest compared with what is technically allowable. No members of the public testified. The hearing examiner said she would recommend approval and closed the hearing; she announced that the next hearing is scheduled for April 21, 2026.
Next steps: the examiner will issue a written recommendation for City Council consideration.
