Marion council approves generator update, sewer and sidewalk projects, zoning and speed-limit ordinances

The Marion City Council on March 19 approved a slate of infrastructure projects, an easement vacation and several ordinances during a meeting that also included a public hearing on a CDBG-funded library generator.

Project approvals and bids

- Sanitary sewer improvement project: Public works recommended proceeding with an annual program of point repairs. Staff said the low bid was Rachey Construction at $374,480 (about 126% of the engineer’s estimate) with a completion date of Nov. 13, 2026 and liquidated damages of $1,000 per working day. Council approved the project calendar and associated resolutions (32785 and 32786) and staff said the worst locations will be prioritized and the scope adjusted to align with the budget.

- Hanna Park culvert: Staff presented plans to replace an unsafe bridge at South 6th Street with a box culvert and trail; Rocha Construction was the low bidder at $159,588.90 (about 87.3% of estimate). Council approved the project calendar and resolutions (32787 and 32788).

- 31st Street sidewalk extension: Council approved a sidewalk-infill project on the west side of 31st Street between McGowan and 25th Streets to connect sidewalks near a school and park. Midwest Concrete submitted the low bid of $154,008 (78.5% of estimate). The project’s start date is listed as July 27, 2026, with 40 working days and $1,000/day liquidated damages; staff confirmed property assessments will not be pursued for most residents in the area as presented.

Land-use and ordinance actions

- Easement vacation: Resolution 32761 to vacate a 15-foot access easement along the southern property line of Lot 3, Barnes 1st Edition (560 31st Street) was removed from the table and approved; petitioners were Jason and Shelly Doyle of Doyle Masonry.

- Rezoning: Council approved second consideration of Ordinance 26-05 to rezone properties north of Highway 100, south of Muno Road and east of South 31st Street from agriculture to high-density multifamily residential (MR-2) and community business (BC).

- Ordinances: Second consideration and approval were recorded for Ordinance 26-03 (amendments to Chapter 122 on electric bikes and scooters) and Ordinance 26-04 (establishing speed limits on US 151 and Highway 13).

Library generator status

Alyssa Comer, grant administrator with the East Central Iowa Council of Governments, provided the required status report for the Marion Public Library generator project (CDBG-DR contract 20DRI014). She said a $100,000 CDBG disaster-recovery emergency generator contract was awarded to the city (release of funds 04/12/2024), preconstruction was held 08/07/2025, work began 09/17/2025, and invoiced/paid to date equals $2,996.22. She told the council the contract was extended through May 31, 2026 because equipment delivery delays required a schedule change; IEDA is scheduled to conduct a site visit on March 27.

Why it matters: The council approved multiple capital projects that affect neighborhood infrastructure and mobility, cleared a zoning change that will permit higher-density residential development in a corridor north of Highway 100, and granted an easement vacation sought by local business owners. The sanitary project’s bid came in well above the engineer’s estimate, prompting staff to prioritize work to keep within budget.
