Board approves JLS change order and HVAC equipment purchase; discusses softball-field designs and program-management contract

The board on June 4 approved several facilities steps to advance construction and site-improvement work and heard staff plans for project design and program management.
Change order at JLS: Tom Hodges, facilities staff, described a change order on the JLS administration and library project that increased sewer length and required lift stations after the city required connection to a main line. Hodges said the change order consumed about 20 percent of the project's change-order contingency. The board moved, seconded and approved the change order.
HVAC equipment purchase: The board approved authorization to purchase HVAC equipment from Norman S. Wright for phase 1 of a multi-site project to add air conditioning to seven elementary schools and a middle school, with installation contracts to return at the June 18 meeting. "This is phase 1 of a larger project to add air conditioning to the elementary schools and middle schools," Hodges said, noting staff will bring installation contracts for approval at the next meeting.
Softball fields (first reading): Staff presented a first-reading design-services agreement with LPA Architects to redesign softball fields at Palo Alto and Gunn High Schools. Based on LPA's preliminary input, construction costs were estimated between $2.5 million and $3.5 million (construction cost only) per school; staff will continue outreach to coaches, players and maintenance staff and return in the fall with a recommended scope and budget.
Program management contract: The board also authorized contracting with TeleQ Construction Management for program-management support to help the district move a rising number of facilities projects from scope through design and budgeting.
Public comment and equity concerns: A parent and community members urged Title IX and equity considerations, asking the district not to prioritize baseball over softball and to consult coaches and players on surface choicesand maintenance tradeoffs. Trustees emphasized the value of consulting user groups and ensuring quality and fairness across sports.
Next steps: Staff will refine scopes and budgets over the summer, return in the fall with design and budget recommendations for the softball fields, and present installation contracts for HVAC work at the June 18 meeting.
