Library board approves funding plan for Dr. James Carlson Library renovation

The Fargo Library Board on March 17 approved a funding plan to renovate the Dr. James Carlson Library, citing building age and a Facilities Master Plan that identified several needed upgrades.

The library director told the board that the Carlson location is approaching 20 years in service and recommended a mix of funding sources: unrestricted donations, endowment distributions, a $20,000 commitment from the Friends of the Library and a limited capital campaign. The director said the system’s endowment totals more than $1,000,000 and that the 2025 distribution would be about $29,480, but emphasized that tapping endowment principal would be a last resort and that a capital campaign is preferred to provide a cushion against volatile construction costs.

Planned renovation items include service-desk reconfiguration, replacement of the self-check station, new children’s computer furniture, interior painting, carpet replacement, additional shelving and furniture, and reworking the Friends and puzzle areas. The director said many of the items were already identified in the 2021 Facilities Master Plan.

Board members asked about funding order and distribution timing; the director explained that FM Area Foundation distributions are calculated at year end and typically available the following year. After discussion, a motion to proceed with the proposed funding plan was made and approved.

The Friends of the Library agreed to lead a limited capital campaign and pledged $20,000 toward the project. The board did not set a final construction schedule at the meeting and directed staff to continue planning and fundraising.
