Newark Library project: 40,000+ sq ft building, automated system; July 2027 completion still on track

Public Works staff updated the New Castle County Public Works Committee on April 7 about construction on the new Newark Library at Main Street and Library Avenue.
"This project is to construct a new 40,000 plus square foot library at the existing site in Newark," Cleon Cawley said as he outlined the building program. The planned two-story facility will include performance space, a room identified in the presentation as a "Lehi" room, a gaming room, a green roof and a small array of solar panels. Staff said the library will support New Castle County's first automated materials handling system.
Project progress described to the committee includes completed underground work at the building pad, secondary electrical underground work along Performance Ave, and near-complete concrete work across raised floor areas. Staff said slab-on-grade work was scheduled to begin the week of the meeting and exterior wall and ductwork installations are upcoming milestones. The signage package is out for bid and the AV package is scheduled for review in May; furniture will be reviewed later in the year.
When asked about meeting rooms, Paul Friess of Public Works said there will be two small meeting rooms and one large meeting room. A council member asked whether a makerspace was planned and urged ensuring HVAC is sized early to avoid costly retrofits; staff replied they would report back with details.
Cawley and staff gave an estimated completion target of July 2027 and invited follow-up questions by email.
The committee did not take any formal votes on the project during the update; staff offered to provide additional technical details and schedule clarifications via follow-up correspondence.
