McLean County Health Committee approves emergency budget adjustments, authorizes two members to attend electronically

Chair Byrne called the April meeting of the McLean County Board’s Health Committee to order and, after a roll call confirmed a quorum, the panel approved a request allowing members Tompkins and Hansen to attend electronically under board rule 2020 and the Open Meetings Act.
The committee approved several budget items by voice vote, including an emergency appropriation to amend McLean County’s FY2025 combined annual appropriation and budget ordinance and an emergency amendment to the FY2026 appropriation for funds labeled 0105. The panel also approved auditor invoices and routine bills and transfers from four funds totaling $2,167,310 and an override for the county nursing home in the amount of $14,147.
Nursing home Director Tony Wiley described the FY2025 appropriation as "additional end of year cleanup," and thanked the administration team and "Michelle" for assistance with the new accounts-payable software. Wiley also credited the City of Bloomington for allowing the nursing home to use the city kitchen and credited the jail for permitting use of laundry facilities to support operations. "We are still deep into phase 3, going strong," Wiley said, adding, "I would it be safe to say that we've made it through the hardest part of that phase." The committee approved the FY2025 ordinance by voice vote.
During discussion of the health department’s item, staff said a vacant position will be converted to training and education and that the department had been awarded a small additional amount of funding to support that work. The committee approved the FY2026 emergency appropriation for funds 0105 by voice vote.
Several department heads delivered brief updates and reported no action items: Miss Hughes, jail superintendent; Alana Strum, health services administrator, who offered to answer questions about her report; and Jason Tabb, JDC superintendent. Miss McKnight of the health department was absent. Staff noted the annual report and monthly report will be presented to the full county board next week.
